During the Russian 2024 BRICS Chairmanship, we are working together with partners from BRICS countries that demonstrate the highest level of involvement in biosecurity regulation issues, access and equitable benefit-sharing of genetic resources within the framework of the Convention on Biological Diversity (CBD).
The Cartagena and Nagoya Protocols of the CBD regulate these issues. The BRICS countries, in particular Brazil, South Africa, China, Ethiopia, Egypt and others are active in this area and are keen to cooperate, including developing of coordinated positions in the international arena.
This includes the thematic elements of the Convention, such as digital genetic sequences in genetic resources and synthetic biology. These new areas of negotiation process would define international principles and rules for transactions of biotechnology products (pharmaceuticals, chemicals, gene engineering products, food, etc.) and global mechanisms for sharing the benefits (monetary and non-monetary) derived from the sale of the products and the distribution of benefits among the countries.
It should also be noted that these areas of cooperation are reflected in the global goals and targets of the Kunming-Montreal Global Biodiversity Framework, adopted in 2022 and approved by the UN General Assembly in 2023, which provides a vision for universal development until 2050. All the BRICS countries have a strong interest in the implementation of this programme.
