Climate change is currently one of the leading issues of the international negotiating agenda. At the same time, its environmental dimension is closely associated with economy and politics. If earlier the focus used to be on the UN Framework Convention on Climate Change and the World Meteorological Platform, climate change issues are now increasingly being discussed in the context of international economic formats: the World Economic Forum, the World Trade Organization, the International Monetary Fund, the International Labour Organization and others.

Created and based on the Kyoto Protocol and designed to reduce greenhouse gas emissions, the carbon market is actively evolving and requires harmonization of international approaches to its operation and transparency in trading of carbon units. At the same time, the International Monetary Fund has long reported on the importance of developing common approaches to carbon pricing (agreement). At the same time, it is extremely difficult to do without international trade and there arises question how the introduction of carbon regulation by individual countries affecting the international trade chain, stability and trust in international trade.

The energy transition is one of the key factors in the reduction of the anthropogenic impact on the climate system. The global and effective implementation of energy transition will require significant investments and a redistribution of financial flows. In addition to this tool for mitigating the impacts of the global climate system, the implementation of adaptation measures, particularly for vulnerable developing economies, is also a priority. This will also require the creation of a pool of targeted investment flows.
